How to Accept EBT (SNAP) at Your Concession or Food Business

If you want your concession or food business to accept EBT cards (SNAP benefits), you must be authorized by the USDA's Food and Nutrition Service (FNS) and follow a specific process.

1. Determine Eligibility

Your business must sell eligible food items—stocking and selling at least two staple food categories (meat/fish/poultry, dairy, cereals/bread/grains, fruits/vegetables), or have more than 50% of revenue from these categories. Hot prepared foods may require participation in the Restaurant Meals Program (RMP), available only in certain states.

2. Gather Required Documentation

Business license and health permits, tax returns, Social Security cards and photo IDs for owners/partners, sales data and inventory information, and any other applicable licenses.

3. Complete the SNAP Retailer Application

Apply online at the USDA FNS website; you have 30 days to complete the application once started, submitting all required supporting documents.

4. Wait for Approval

If approved, you'll receive a 6-digit FNS number authorizing you to accept SNAP/EBT payments.

5. Obtain EBT Processing Equipment

You'll need a point-of-sale terminal or EBT processing equipment; existing debit/credit terminals may be compatible, or you may be eligible for free equipment as a small retailer.

6. For Restaurants/Concessions: Restaurant Meals Program (RMP) Steps

Complete an RMP interest form with your state agency, enter into an agreement, submit USDA FNS Form 252-2 for RMP authorization, obtain EBT-certified equipment, and display the required RMP decal.

7. Start Accepting EBT

Once authorized and equipment is set up, you can begin accepting EBT payments, following all federal and state rules regarding eligible items, discounts, and signage.
